There are more people that ever living in cars and RVs across the country, according to homelessness experts. The News Tribune looked at the local landscape, unpacking the regional growth in vehicular homelessness, why it’s happening, who’s living in cars and RVs and how government leaders are responding to the emerging problem. The series focuses on Ivory Kelly, a longtime Hilltop resident whose RV was towed by Tacoma police earlier this year — sending his life into a tailspin.
